Has the Public School System got worst in the last decade

I believe the public school system has got so much worst in the last decade its not even funny. Most kids in rural area have learned how use a gun faster t then they've learned basic math  and reading. I wonder if it's the effects of the environment  or the people we choose to be around and influence us. i would like to hear other peoples opinion.
